State of Hawaii’s Office of Enterprise Tech Services is looking to hire for a Web Architect position. This is a mid-level technical role. Work is remote until Q4, where 1-2 days in office will resume in the Kalanimoku building.
This role requires competency in web development, programming, soft skills— communication is a must. Desirable: devops skills, an eye for improving business process and documentation.
Role will be assisting in managing servers and services in the cloud in AWS, Azure, and GCP (and elsewhere), misc work in other systems such as SharePoint, MS PowerPlatform, Cloudflare, Salesforce, ITSMs, CRMs, EDR, the list goes on. Being part of ETS means being part of the central IT department for the State, which has exposure to many different technologies.
Duties Summary
The Office of Enterprise Technology Services (ETS) is established within the Department of Accounting and General Services (DAGS) to integrate all of the State’s Executive Branch Information Technology (IT) administration, services, and operations into a single, cohesive strategy to reduce costs, deliver effective government services, systems and technology, increase project process efficiencies, improve the overall cyber security posture, and provide accountability and transparency to all constituents the State of Hawaii serves.
The function of the Technology Support Services Branch (TSSB) is to provide planning, development, design, consulting, management, and other technical support services to State agencies for the utilization of public and government access systems using web technologies to facilitate information gathering and information sharing among agencies and the public.
The position serves as the technical expert in web development. The essential functions assigned to the position include web development with emphasis on the server-side frameworks; interaction between the server-side frameworks, the web server, and the database system; website functionality and back-end systems; troubleshooting, monitoring, and tuning the performance of the supported web applications and sites; security and information architecture of the web platform; and administering policies and procedures for web development.
Minimum Qualification Requirements
LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Knowledge: Knowledge of principles and concepts of IT technologies and topologies; proficient in IT protocols and operating systems, common hardware, software components, and network components, structured analysis techniques and methods; and practical and logical application of computer equipment and technology to problem solving.
Skills/Abilities: Strong interpersonal and customer service skills, and analytical/problem solving skills. Ability to perform situational analysis, manage tasks and assist in work on several projects at a time, prioritize assignments on short notice and maintain an effective work pace, maintain effective working relationships with all levels of personnel; communicate effectively, both orally and in writing, prepare evaluation reports, and read and understand service level agreements. Ability to supervise and train subordinate staff.
The incumbent is expected to know and apply pertinent laws relating to privacy, confidentiality, accessibility, and information security practices, rules and regulations, applicable policies and procedures, and other guidelines relating to the access and safeguarding of computer information assets.
Recommended Qualifications:
Education: Bachelor’s Degree from an accredited college or university in IT, MIS, Information and Computer Sciences (ICS), or a Master’s Degree in Business Administration (MBA).
Experience: Three (3) years of work experience in an organization as Web Developer responsible for analyzing technical requirements, developing, and supporting web sites, internet and intranet. Such experience must have demonstrated the ability to write, design, and edit web page content, or provide direction to others producing content.
Conditions of Work: Duties require on site visits to various locations, transporting server hardware; and the availability to respond to trouble and maintenance calls beyond normal work hours.
Must have a valid license to drive in the State of Hawaii.
Preferred: Completion and award of one or more of the following certificates: MCSD Web Applications, MCSD SharePoint Applications.

This position is exempt from the civil service and considered temporary in nature.
